Categorization of Scheduled Caste Public Policies in Andhra Pradesh

The Telugu Desam Government in the state of Andhra Pradesh is having the credit of favoring classification of Scheduled Castes for better parity in the utilization of reservation, especially during the Chief Ministerial tenure of Nara Chandra Babu Naidu during second part of the 1990’s and early 2000’s.

Presently, the present Telugu Desam Government has issued a GO stipulating to consider the 2011 Scheduled Castes Data of every district while going ahead with the implementation of the welfare programmes for this category.

In-fact, this kind of GO was in force during 1997 or so. But, it was not implemented in true spirit.

Some few years back dalit organisations campaigned for enactment of legislation for separate budgetary sub plan for the Scheduled Castes and Scheduled Tribes, which was successfully enacted by the Government of Andhra Pradesh. After enactment of this Act some of the Madigas got ‘hurt’ for lacking categorization within this Sub Plan scheme. The present GO issued by the Ministry of Social Welfare, Government of Andhra Pradesh seems to be a victory to the Madigas, who are in favor of categorization of Scheduled Castes welfare schemes too. And, Ravela Kishore Babu, Minister for Social Welfare, Government of Andhra Pradesh, who also belongs to the Madiga community seems to be the prime focal person in ensuring this GO gets released.
